Requirements: Adobe Photoshop (any versions) / Ruler Tool

With the crooked photo opened in Photoshop, select the Ruler Tool from the Tools menu. It should be under the Eye Drop menu (I on your keyboard).

Using a guide would have worked just as well.

    B. Moore – but then with a guide Photoshop wouldn’t figure out the angle you need to rotate automatically.

Using a guide can help but when you start rotating the image, the horizon will either be above or below the guideline. Then you have to move the guideline again to get a more accurate alignment. It works but it is not as efficient as the Ruler tool.

Also you can apply this trick with objects that are supposed to be vertical such as buildings. I hope this helps.
